Legal and Policy Environment for Procurement, Materiel Management and Real Property (M714)

Specialists in the fields of procurement, materiel management and real property (PMMRP) are expected to be aware of the legal, regulatory and policy frameworks that govern their work. This course provides an overview of the acts, regulations, policies, directives, national and international trade agreements, and other instruments used by the three PMMRP communities. Participants will learn how these specialized communities interact with one another, and examine how decisions and actions taken by one community can affect the others.

Topics include:

  • defining the procurement, materiel management, and real property communities
  • reviewing legal, regulatory and policy frameworks
  • understanding Comprehensive Land Claims Agreements and treaties
  • working with institutions that support government procurement
  • working with standing offers and supply arrangements


This course is recognized by the Certification Program for the Federal Government Procurement and Materiel Management Communities, which is managed by the Treasury Board of Canada Secretariat.
