Our program is here to support you, offering practical advice and strategies to confidently tackle these challenges and more, setting you up for success in your role.

We use diverse learning modalities, including group discussions, interactive presentations, self-directed learning, and videos to reinforce key concepts.

All eight sessions take place inside a facilitator-led virtual classroom with learners from across the public service.

Our objective is to ensure that the six hours you devote on each learning day is engaging, insightful and practical – a wise investment of your time.

Program description

As new managers transition into their roles in the public service, acquiring the skills, behaviours and mindsets that are fundamental to effective leadership is essential to their success. The Manager Development Program provides new managers with valuable insights into their roles and accountabilities and how to grow as leaders in a rapidly evolving public service landscape. Participants will expand their knowledge of human-centred leadership principles and develop practical strategies for achieving results while fostering a collaborative and inclusive work environment.

This cohort-based program spans eight weeks, with participants meeting once a week in a six-hour virtual classroom session. The structure fosters a focused, immersive and engaging learning experience, allowing participants to learn from their peers and build their networks across the public service.

Note: The Manager Development Program is a virtual instructor-led program. The program complements the Treasury Board Mandatory Training Inventory.

Weekly topics

Week 1: Leadership Foundations in the Public Service Participants explore the transition from an employee to a managerial role in the public service, focusing on understanding their new responsibilities and accountabilities and the broader context in which they operate. They reflect on their purpose as leaders, their leadership style, and how to integrate public service values and ethics into their approach.
Week 2: Supporting Your Well-Being Participants assess their own well-being. They explore how stress can be both debilitating and enhancing and learn to recognize the signs of burnout. Additionally, participants explore resilience and consider a range of strategies and tools aimed at effectively building resilience for themselves and their teams.
Week 3: Developing Self-Awareness, Listening, and Empathy

Participants examine the concept of serving others and its significance in the public service context. Recognizing emotional intelligence as a key to human-centred leadership, they focus on three essential skills: self-awareness, listening, and empathy. Participants learn practical steps to apply these skills in their managerial roles, fostering engaged and effective teams.

Week 4: Using a Coaching Approach to Get Results

Participants explore coaching foundations as an effective means for learning and change. They learn when and how to use a coaching approach to achieve results, including practicing the skills of curiosity, listening, acknowledgement, and asking powerful questions.

Week 5: Communicating and Connecting for Understanding and Impact

Participants develop the skills needed to deliver clear and effective briefings. They explore practical strategies and tools for confidently navigating difficult conversations and providing feedback.

Week 6: Fostering Engaged and Inclusive Teams

Participants delve into the role of psychological safety in fostering effective and innovative teams. They explore practical resources for building trust and engagement, reflect on diversity and inclusion, and learn how to become more inclusive leaders, enabling them to build thriving, diverse teams.

Week 7: Leading Through Complex Change

Participants explore their roles as change leaders in a complex environment, learning how to tell the change story and distinguish between problem types and their solutions. They identify key elements of change leadership versus management, understand the transition process, and explore strategies to mitigate resistance and support successful change initiatives.

Week 8: Sharing Your Leadership Journey

Participants take turns sharing their leadership development journeys, reflecting on the concepts, tools, and strategies they have encountered. They explore ways to further enhance their leadership and management skills through practical application in the workplace.

Program expectations

Successful completion of this program hinges on participants' commitment and their managers' full support. We encourage participants and their managers to discuss alternative coverage for work activities in advance so that participants can focus fully on the program on learning days. Actively engaging in the program is essential, as participants are expected to foster a supportive atmosphere through trust-building principles and collaboration throughout the sessions.

Registration

The program is designed specifically for new managers in the first eighteen months of their appointment. Participants must be identified and assigned by their departmental learning coordinator. To remove barriers and build diverse cohorts of learners, organizations are asked to take an inclusive approach to nominations that provides opportunities to managers from equity-seeking groups.
