Louis Ranger joined the Public Service of Canada in 1974 and spent most of his career in the fields of transportation and public infrastructure, including more than 20 years in senior leadership roles.
He has extensive and varied experience in policy development, program design and implementation, negotiation across sectors, corporate governance and management of large, coast-to-coast organizations. As Deputy Minister of Transport, Infrastructure and Communities—the last position he held in government—he was responsible for a portfolio that included two departments (Transport Canada and Infrastructure Canada), 16 Crown corporations (e.g. Canada Post and Via Rail) and more than 40 shared-governance organizations (e.g. Toronto Airport Authority and the Vancouver Port Authority).
Mr. Ranger retired from the public service in 2009. He now works as a consultant and corporate director. He has been involved in several public-private partnership (PPP) projects in Canada and is a director of a private equity fund in Mexico.
Career highlights
- developed a new vision for transportation in Canada called "Straight Ahead" and a national policy on Strategic Gateways and Trade Corridors
- designed and implemented what were at the time the largest public infrastructure programs in Canadian history: the $33 billion Building Canada Plan and the $5 billion Stimulus/Green Funds
- oversaw the establishment of unprecedented security programs in the transport sector following 9/11
- was responsible for the design and implementation of new legislation governing the marine sector in Canada, including the creation of a new governance model for major ports
- led negotiations towards the conclusion of a long-term commercial agreement for the management of the St. Lawrence Seaway
- established a policy framework for the restructuring of the Canadian airline industry
- led the work of a Canadian negotiating team which culminated in the signing of the Canada-US Open Skies Agreement
- received the Queen's Golden Jubilee Medal and Canada's Public Service Award of Excellence for Exceptional Achievements
