Federal-Provincial Young Leaders Circle Program (Cercle des jeunes leaders fédéral-provincial)
Collaboration and knowledge transfer between federal and provincial government leaders is key to building a stronger executive rank within both levels of government. The Federal-Provincial Young Leaders Circle Program (Cercle des jeunes leaders fédéral-provincial) brings together executives from the Government of Canada and the Government of Quebec to explore the realities of senior level leadership positions, federal-provincial relations, and how to effectively tackle challenges faced by both levels of government. Participants will engage in a variety of learning activities, including group training, individual exercises, mentoring and networking.
This program runs in collaboration with the École nationale d'administration publique (National School of Public Administration) and is only offered in French.

About the Circle
The Federal-Provincial Young Leaders Circle consists of Government of Canada executives at the EX-1 or EX-2 level, and Government of Quebec executives at levels 3 and 4. The composition of the group offers a unique opportunity for members to deepen their understanding of intergovernmental relations. The program, which is conducted in French, comprises a range of topics and activities, including mentoring.
The program's objectives are for participants to:
- develop a deeper understanding of the organizational culture and particularities of both levels of government
- explore best practices around areas of collaboration (for example, health, climate change) between both levels of government
- build a federal-provincial network between themselves and other participants in the program with an eye to leveraging these relationships in their current and future roles
- learn how to develop their leadership styles now and in the future, leveraging knowledge transfer, expertise and best practices from senior executives from both levels of government
How the program works
Participants meet in person for two days, every four to six weeks. These meetings alternate between Quebec City and Ottawa. The program runs for 12 months and includes a summer break.
An additional activity to present best practices in mentoring will be held in Ottawa for federal government executives and in Quebec City for provincial government executives.

- crisis management
- emotional intelligence
- transformational leadership
- relations with Indigenous Peoples
- networking
- intergovernmental relations
- future of work and of managerial positions
The program offers a variety of dynamic learning activities:
- presentations (in person or virtual) by senior executives from both levels of government
- mentoring
- group training and exercises
- networking
- individual exercises
- group projects relevant to both levels of government

Eligibility criteria
Eligible candidates must:
- be recommended to the program by your deputy minister or assistant deputy minister
- have held an EX-1 or EX-2 position (federal) or a level 3 or 4 position (provincial) for at least 6 months
- be at least 15 years from retirement
- have experience working with various levels of government (federal, provincial, municipal)
- have a CBC linguistic profile in French, or the ability to participate in a program that is exclusively in French
- obtain approval from their department or agency to undertake the 360° feedback exercise and assume its costs (for more information, consult the Personnel Psychology Centre's 360° feedback instruments and services)
The program requires a sustained commitment, as meetings are held every four to six weeks, alternating between in-person meetings in Quebec City and Ottawa.
