Canada School of Public Service 2023–24 Departmental Results Report: Supplementary Information Table (GBA Plus)
Introduction
In 2018, Parliament passed the Canadian Gender Budgeting Act. The departmental plans and departmental results reports are being used to fulfill the President of the Treasury Board's obligations to make public, every year, analysis on the impacts of expenditure programs on gender and diversity.
Each organization is responsible for conducting their own Gender-based Analysis Plus (GBA Plus)
The Policy on Results indicates that Program officials, as designated by Deputy Heads, are responsible for ensuring data collection for meeting policy requirements.
Applicability
All organizations must complete GBA Plus supplementary information tables in departmental plans and departmental results reports on an annual basis.
Section 1: institutional GBA Plus governance and capacity
Governance
In 2023–24, the School continued to incorporate the Gender-based Analysis Plus (GBA Plus) perspective into departmental decision-making processes, including incorporating it into the design and delivery of its learning products. The principles of “Nothing Without Us,” along with intersectional analyses and strategic/analytical lenses (climate lens, disability inclusion), and the Quality of Life Framework for Canada continue to be considered in the development of learning products.
The School continued to provide public service employees with the analytical tools to uphold the goals, objectives and indicators of the Gender Results Framework.
The School hosted two courses specific to GBA Plus: Introduction to GBA Plus (self paced), and GBA Plus: Applying Tools and Best Practices (facilitated). During the GBA Plus Awareness Week, the School also organized and hosted two impactful events: What Does “Better” Look Like? An Intersectional Approach to Government Policy, Programs, and Operations, and Designing for All: Implications for the Public Service of Canada. This event brought together Deputy Ministers to share insights on successful practices in implementing GBA Plus in Government of Canada strategies. Furthermore, in the 2023‒24 period, the School partnered with Women and Gender Equality Canada (WAGE) to enhance GBA Plus learning products with a focus on increasing awareness of intersectionality.
Capacity
In line with the Government of Canada commitment to integrate and sustain the practice of GBA Plus into the work of departments and agencies, the School took several measures to continuously improve its capacity to implement Gender-based Analysis Plus practices across the organization.
In the cyclical review of the School's champion structure, it was determined that the School would continue to nominate a GBA Plus Focal Point (GFP) to support GBA Plus activities across the organization. The function is fulfilled by an employee from the Policy and Strategic Relationships team who lead on the creation of internal policies that help guide the School's learning design and development. The GFP also facilitated research and analysis, policy development and advisory on policy implementation, advice to program and project management on the application of GBA Plus tools and inputs into the Government-wide reporting tools to support the evaluation and monitoring of the GBA Plus application across federal departments and agencies.
In 2023‒24, the GFP represented the School at the WAGE Interdepartmental Committee (IDC) and in adjacent working groups. The information shared at these tables has been used to inform the School's learning product development practices and to help the GFP answer inquiries concerning the application of GBA Plus related to learning product design.
Overall, the School has continued to focus on the development and delivery of GBA Plus learning products that are aligned with the Government of Canada's evolving policy direction. To do so, the School has collaborated with departments and agencies to enhance the GBA Plus learning curriculum, by providing events and courses that focused on advancing the fairness and inclusion lens, learning in support of equity, diversity and inclusion, and co-chairing two interdepartmental committees with WAGE (GBA Plus Learning Advisory Committee, GBA Plus Capacity-Building Working Group).

Program name: Learning
Program goals: Using a broad ecosystem of innovative learning products, approaches, and an online learning platform, the Learning Program delivers the right mix of relevant, timely and accessible learning common to all employees of the core public service in both official languages. Four streams of learning work together to build a solid foundation of knowledge, skills, and competencies needed now and in the future, to serve Canadians with excellence: Values and Foundational, Functional and Specialized, Innovation and Transformation, and Leadership and Management at all levels.

GBA Plus data collection plan
Learner feedback is collected, reviewed and used to inform changes to learning products on an ongoing basis. Based on the information collected, changes are made where applicable.
The feedback was collected through:
- learner surveys, questionnaires, and focus groups
- user testing during product development
- pilot offerings prior to launch
- evaluation data from courses and events (both quantitative and qualitative)
The data resulting from this feedback is used to measure whether the learner finds the training engaging, favorable, and relevant, and feeds in the product development cycle, which includes periodic reviews.
As per the Policy Direction to Modernize the Government of Canada's Sex and Gender Information Practices, the School do not collect information on sex and gender, nor will it collect information on learners' age and income.
